The diplomatic activities of the Sudanese civilian government over the past 15 days demonstrate the Prime Minister’s experience in designing a coherent foreign policy to counter the aggression and the rebellion.
The key priorities for the foreign policy are:
1. Strengthening national sovereignty by affirming the exclusive right of the national army to repel aggression and rebellion.
2. Establishing the legitimacy of the civilian government and national institutions in the international arena.
3. Exposing and documenting crimes committed by the RSF militia in all international forums, and pursuing legal accountability.
4. Managing the conflict through political means that end aggression and achieve Sudan’s national goals.
5. Highlighting the inadequacy of humanitarian aid to relieve 12 million displaced people in Sudan.
6. Rebuilding the national economy by increasing productivity and encouraging investment and partnerships with regional and international actors for mutual, sustainable benefit.
7. Mobilizing international expertise and funding to rebuild infrastructure that was destroyed by the war.
To advance these goals, the Government of Hope carried out three key diplomatic engagements: the Prime Minister’s visits to the Vatican and Turkey, and the Foreign Minister’s participation in the 13th World Urban Forum in Baku. The outcomes are as follows:
1. Vatican Visit:
His Excellency the Prime Minister’s meeting with Pope Leo XIV focused on pathways to peace in Sudan. The Holy considered the engagement as a significant diplomatic step, signaling the civilian government’s seriousness in ending the war, alleviating human suffering, and establishing a just and sustainable peace.
The visit also reaffirmed Sudan’s peace initiative at the UN and sent a message to the international community that the civilian government of Sudan supports peaceful coexistence, religious tolerance, dialogue among civilizations, and diplomatic solutions to conflicts.
2. Participation in WUF13, Baku:
Sudan’s participation in the 13th World Urban Forum in Baku, represented by the Foreign Minister, was a major diplomatic gain.
The invitation to a global forum of 182 countries and 45,000 participants gave Sudan an invaluable platform to present the urban and humanitarian crisis caused by RSF crimes and external aggression. It allowed the government to seek political, moral, and diplomatic support for holding aggressors accountable and to attract reconstruction funding. The forum focuses on rebuilding cities devastated by conflict and providing safe, resilient housing.
3. Turkey Visit:
The Prime Minister’s visit to Turkey was an executive mission to translate political support into concrete bilateral cooperation. The high-level delegation included:

Amb. Nizar Abdullah – Chief of Staff, strategic expert on national security
Dr. Jibril Ibrahim – Minister of Finance and Economic Planning
Prof. Esmat Qarshi Abdullah Muhammad – Minister of Agriculture and Irrigation
Dr. Nour Al-Daeem Mahmoud Taha – Minister of Minerals
The visit established a framework for sustainable economic partnerships in agriculture, mining, energy, ports, and institutional reform. It also included capacity-building for public service sectors.
Strategically, the visit leverages Turkey’s role in Red Sea maritime security and its political influence in the Middle East and Africa to support Sudan’s national security interests.

I urge Sudanese citizens to unite behind the Government of Hope with patience and national awareness. Our collective public and political support will help the Prime Minister secure regional and international backing to defend sovereignty, accelerate reconstruction, and restore state institutions.
